The utility model has advantages of simple structure, low manufacturing cost and convenient implementation; and can run at the low wind speed zone more efficiently, can also run safely under higher stopping wind speed conditions, and can reveal more advantages in strong wind, so the annual power generation is obviously increased. The utility model can also be applied in oceanic currents and tide environment by combining the wind mill.
